Upcoming changes and available options for ENS submission
New Functionality
It is now possible to submit ENS declarations to all ICS2 countries independently of EPD connections. This means that TIR holders can file ENS declarations for any ICS2 country through TIR-EPD, notably those where entry into the EU is possible by road or intermodal transport (e.g., Ro-Ro):
- Belgium
- Denmark
- Estonia
- Finland
- Ireland
- Italy
- Malta
- Netherlands
- Norway
- Portugal
- Slovenia
- Spain
- Sweden
- United Kingdom (Northern Ireland)
The application also now includes a dedicated section to search submitted ENS declarations, making it easier to manage filings unrelated to EPDs.


Upcoming ICS2 Deadlines
According to TAXUD guidance, from 1 January 2026 the following countries will decommission ICS1, and ENS filing will only be possible via ICS2:
- Spain
- Finland
- France
- Greece
- Hungary
- Ireland
- Italy
- Lithuania
- United Kingdom (Northern Ireland)
What this means for TIR holders
ICS2 compliance is mandatory for all goods entering the EU. TIR-EPD provides a single interface to submit ENS declarations to ICS2, which can help simplify processes and ensure timely compliance.
Since 31st March, 2026 two improvements have been implemented in TIR-EPD to support smoother border checks on ENS (ICS2).
1) ENS Pass (printable) – now available in TIR-EPD
The ENS Pass print is now available in the application and can be used by holders as supporting evidence of ENS submission via ICS2. It can be generated in two ways:
- Print EPD Pass – All
- The ENS Pass is included together with the EPD Pass in the function “Print EPD pass – all”.
- This action can be launched from Search Submitted EPDs or Search Submitted ENSs.


- Print ENS pass for country
- The ENS Pass can be downloaded directly for the country form ENS messages history → Print ENS pass for country

Holders TIR are advised that the ENS Pass printable version may be presented to customs officers as the reference document confirming ENS submission via ICS2.
2) ENS automatically linked to the TIR Carnet reference: In line with recommendations received from customs, the ENS declaration is now automatically linked to the TIR Carnet reference. This allows customs officers to use the TIR Carnet number as an additional search criterion to locate the ENS in ICS2, when needed.
