Working Meeting between Road Transport Associations and the Minister of Development
A working meeting was held on Monday, 22 December 2025, between representatives of the road transport sector and the Minister of Development, Mr Takis Theodorikakos, focusing on the key challenges facing the road freight transport industry.
The meeting was attended by the Secretary General for Private and Strategic Investments, Ms Stellina Siarapi, the President of OFAE, Mr Apostolos Kenanidis, the President of PEED, Mr Dimitrios Kioussis, the Vice President of PSEEOM, Mr Panagiotis Sklivas.
Fleet renewal and financial incentives
During the discussion, both OFAE and the Ministry reaffirmed their shared understanding that road transport plays a critical role in the competitiveness of the Greek economy and in ensuring the smooth functioning of national and international supply chains.
The Minister underlined the importance of a modern and safe vehicle fleet as a fundamental prerequisite for productivity, safety and the long-term sustainability of the sector.
The need for practical, realistic and scalable financial instruments, as well as targeted tax incentives, to support the gradual renewal of the heavy-duty vehicle fleet was highlighted. The Minister agreed on the importance of developing such tools in close cooperation with sector representatives.
Development of synergies and market restructuring
OFAE reiterated its commitment to promoting cooperation schemes and fleet consolidation within organised business structures, as a means to enhance the viability, competitiveness and international outreach of Greek road transport companies.
The Minister acknowledged the strategic importance of this direction and agreed on the need to develop measures that encourage and support such collaborations, particularly through tax incentives and access to low-interest financing.
Market supply and traffic regulation
The discussion also addressed issues related to market supply time windows and traffic restrictions for heavy goods vehicles, both on the Kifissos axis and on the old National Road.
Representatives of the sector highlighted the significant operational challenges created by rigid or horizontal regulatory measures, stressing the need for meaningful dialogue and proper impact assessment prior to any regulatory intervention.
The Minister committed that no changes affecting operating hours or traffic restrictions would be implemented without prior consultation and agreement with market stakeholders.
Special reference was made to the need to accelerate the implementation of the Fyli Logistics Park, which is expected to contribute substantially to reducing traffic congestion in the Attica region and improving the efficiency of the supply chain.
Role of the National Supply Chain Council
Reference was also made to the role of the National Supply Chain Council, in which both OFAE and PEED are institutionally represented. Sector representatives underlined the importance of the Council as a structured platform for dialogue and coordination between public authorities and the market, expressing the expectation that, through close cooperation between its Presidency and Members, tangible and positive outcomes for the sector can be achieved.

OFAE welcomes the Ministry of Development’s willingness to maintain a structured and continuous dialogue with professional associations and reiterates its commitment to contributing with well-documented policy proposals that support the competitiveness, safety and sustainable development of the road transport sector.
